1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油环保服务（天津）有限公司委托，就东营基地重型槽式轮鼓收油机的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：东营基地重型槽式轮鼓收油机
数量：1套
交货期：合同生效后70天内供货
交货地点：山东省东营市COES溢油应急基地或天津塘沽COES溢油应急基地（境内）/ 天津港（境外）

2．业绩和资格要求：
投标人所投设备近三年内具有3套及以上的成功应用经验。并提供该业绩的合同复印件和稳定运行证明文件（最终接收证书或最终调试报告或用户运行证明。证明文件中需要包括含供货名称、设备用途、规格、数量、年份、国别等，且提供用户的名称及联系方式等信息）。
3．主要技术指标：
收油头：1）收油速率和效率：收油速率100m3/小时，效率不小于95%；2）收油轮鼓：4个36英寸高速槽式收油轮鼓，轮鼓可提供浮力；3）收集各种浮油时，不需更换收油部件都能高效收集各种溢油；4）可适合不同粘度的溢油，只需油能流动即可回收；5）收油机吃水：低于80毫米，适用水域广：深水、浅水全能。
动力单元和输油泵：1）采用螺杆泵类型，可干运转至少10分钟；2）容许最大固体颗粒直径≥38 mm。
设备的测试标准：取得第三方测试检验证书，测试标准为ASTM F-2709-08。
4. 有兴趣的合格投标人可通过以下方式获取招标文件：
从 2017年9月30日开始至2017年10月16日止，中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
5. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年11月1日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层308号会议室，在此时间后收到的投标文件恕不接受。
4．开标时间：定于2017年11月1日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
5.开标地点：北京市东城区东直门外小街6号海油大厦3层308号会议室。
6. 参与本项目的投标人应在投标截止期前在中海油采办业务系统（https://buy.cnooc.com.cn）上完成注册、在线投标等程序，否则，投标人将不能有效地进入招标程序，由此产生的后果将由投标人自己负责。

Project: Procurement of heavy duty groove drum skimmer for Dongying base

1.Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of China Offshore Environmental Service Ltd. (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods:  heavy duty groove drum skimmer
Q’ty: one（1）set
Delivery Schedule: 4 months after contract signed
Destination of delivery:
For goods offered from within PRC Customs Territory: Buyer’s warehouse in Dongying base, ShanDong P.R. China or Tanggu base, Tianjin P.R. China
For goods offered from outside PRC Customs Territory: Tianjin Port, Tianjin, P. R. China

2.Qualification requirement:
At least three sets of the equipment by the bidder shall been have successful operation within last three years, and the bidder shall provide a contract copy and documentary evidences by user including following information such as equipment name, use of equipment, specifications, quantity, year, country, the user's name and contact information etc..

3.Main technical requirement:
Skimmer head: 1) Recovery rate: 100m3/h Efficiency no less than 95%. 2) Oil recovery drum: Four high speedy 36 inches long oil recovery groove drum. 3) Can recover all type of oil in high efficiency. 4)There is no need to change any parts when recovering different oil. 5) Skimmer draft is less than 80 mm, can be used in shallow and deep water.
HPU and Oil transfer pump: 1) Screw pump and can run dry for at least 10 minutes. 2) Solids handling ≥38 m.
Certificates : Provide OHMSETT test certificate of this serial skimmers.
