1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油环保服务（天津）有限公司委托，就东营基地多功能收油系统的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

交货期：合同生效后90天内供货
交货地点：山东省东营市COES溢油应急基地或天津塘沽COES溢油应急基地（境内）/ 天津港（境外）

2．业绩和资格要求：
投标人所投设备近三年内具有3套及以上的成功应用经验。并提供该业绩的合同复印件和稳定运行证明文件（最终接收证书或最终调试报告或用户运行证明。证明文件中需要包括含供货名称、设备用途、规格、数量、年份、国别等，且提供用户的名称及联系方式等信息）。
3．主要技术指标：
发动机：1）发动机满足EU STAGE IIIB排放标准；2）发动机功率55,4 kW。
液压吊机：1）起吊能力39t；2）总标准伸距6.35m；3）旋转角度370度。
多功能收油机头：1）多功能收油机为高效的自由漂浮式收油机，呈三角形配置，收油机收油头可根据油品种类及粘度进行更换，可选择使用刷式模块、盘式模块和鼓式模块，适用于多种场合的溢油回收作业，收油机使用3个刷式、盘式或鼓式模块，或者是3种模块的组合；2）每个刷轮的认证收油能力为90.5 m3/h (398 gal/min)；3）提供OHMSETT采用最新的收油机测试标准的测试证书，最大认证收油能力90.5 m3/h。
输油泵：输送能力为70 m3/h的高效多用途潜水阿基米德螺杆泵。
4. 有兴趣的合格投标人可通过以下方式获取招标文件：
从 2017年10月25日开始至2017年11月3日止，中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。
5. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年11月15日10:30时（北京时间）前递交至天津市滨海新区泰华路第十大街天威工业园3号楼2层会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2017年11月15日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7.开标地点：天津市滨海新区泰华路第十大街天威工业园3号楼2层会议室。

Project: Procurement of multi skimmer system for Dongying base

1.Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of China Offshore Environmental Service Ltd. (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: multi skimmer system
Q’ty: one (1) set
Delivery Schedule: 90 days after contract signed
Destination of delivery:
For goods offered from within PRC Customs Territory: Buyer’s warehouse in Dongying base, ShanDong P.R. China or Tanggu base, Tianjin P.R. China
For goods offered from outside PRC Customs Territory: Tianjin Port, Tianjin, P. R. China

2.Qualification requirement:
At least three sets of the equipment by the bidder shall been have successful operation within last three years, and the bidder shall provide a contract copy and documentary evidences by user including following information such as equipment name, use of equipment, specifications, quantity, year, country, the user's name and contact information etc..

3.Main technical requirement:
Engine: 1) engine meets EU STAGE IIIB emissions standards ;2）Power 55,4 kW.
Hydraulic Cran: 1) Lifting capacity 39t; 2）Total standard reach 6.35m; 3) Rotation 370°.
Multi Skimmer Head: 1) Multi Skimmer is a flexible high capacity free-floating skimmer, which is designed with interchangeable brush, disc, and drum modules in a triangular configuration, suitable for a variety of different oil spill recovery scenarios. With all its option, the skimmer provides the user with several skimming options ranging from brush, disc and drum; 2) Each brush wheel has a certified skimming capacity of 90.5 m3/h (398 gal/min); 3) Provide OHMSETT certificate with latest skimmer test criterion, certified capacity Max 90.5 m3/h.
Oil Transfer Pump: Oil trasfter pump is a multipurpose submersible Archimedes positive displacement high performance screw pump that has a capacity of 70 m3/h.
