1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：中压海水提升泵
数量：3 套
交货期：关境内提供的货物：不晚于2018年5月15日；关境外提供的货物：不晚于2018年5月2日
交货地点：关境内提供的货物：珠海建造场地；关境外提供的货物：中国珠海港
2．业绩和资格要求：
投标人所投的海水提升泵（必须跟本项目要求的泵型一致，电机和泵为潜没式，多级离心泵，叶轮为闭式）应是制造厂的标准产品，并且至少有两台（套）以上(额定流量≥2000方/小时，扬程＞49米)产品在海洋环境（海上平台、FPSO、码头、油轮）条件下，成功运行两年以上的工程业绩，并提供设备产品机型稳定运行2年（含）以上证明文件（合同复印件或最终接收证书或最终调试报告或用户运行证明。证明文件中需要包括含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息）。
3．主要技术要求： 
参数要求：包括出口弯管处的额定流量和压力应满足业主数据表要求：

CEPB-P-4001A/B/C  额定流量：2000 m3/h,出口压力：300kPaG，在（+）19m标高，转速＜1500rpm

4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2017年11月3日开始至2017年11月10日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户，开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年11月28日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2017年11月28日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦3层306号会议室。

1.Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Within PRC: Not later than May 15, 2018.

Outside PRC: Not later than May 5, 2018.

2.Qualification requirement:

The seawater lift pumps（the type of the pump should be the same as this project, the pump and motor should be submersible, centrifugal pump. The type of impeller should be closed ） shall be the standard product of the manufacturer, and have least two sets (Flow rated≥2000 m3/h, The head＞49m) of the equipment that shall bear more than two years of successful operation project performance in marine environment (offshore platform、FPSO、terminal、oil tanker) within the last two years, and the bidder shall provide good documentary evidence (a copy of the contract or  the final receipt of the certificate or the final commission report or user operating certificate, etc. Including information such as the name of equipment, main technical parameters of the equipment, user list, the country (region) where users’ locations belong to, etc)by user proving that the equipment of that type enjoys at least 2 years of stable operation.


3.Main technical requirement: 
The parameters: rated capacity and pressure at discharge elbow should meet the requirements of PURCHASER. CEPB-P-4001A/B/C Flow rated：2000 m3/h,Discharge pressure：300kPaG，EL（+）19m,Rated speed＜1500r/m.


4.All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from November 3rd, 2017 to November 10th, 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy.The bidder to use RMB to purchase the bidding documents should pay online, account transfer will not be accepted.
