1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：散装仪表
数量：压力变送器162套、温度变送器91套、差压变送器29套、差压液位变送器6套、雷达液位变送器7套、磁翻板液位变送器1套、液位计6套、液位开关3套、过球指示器4套、过球指示变送器2套、含砂监测仪7套、油中水分析仪4套、自力式调节阀28套、表阀175套、防爆电缆填料函410套。

交货期：1）WHPA&PRP平台仪表：A、关境内供货：不晚于2018年3月30日，B、关境外供货：不晚于2018年3月20日；2）其他平台仪表：A、关境内供货：不晚于2018年7月5日；B、关境外供货：不晚于2018年6月20日。

交货地点：
1）关境内供货：（1）CEPB和WHPA平台设备：广东省珠海市买方建造现场；（2）PRP平台和其他平台设备：广东省湛江市买方建造现场
2）关境外供货：中国广东省湛江港

2．业绩和资格要求：投标人所投的压力变送器、温度变送器、分析仪表和自力式调节阀具有近十年内在2个海上油气田或FPSO项目上成功运行2年（含）以上的工程项目业绩，并提供该业绩的合同复印件和稳定运行证明文件（最终接收证书或最终调试报告或用户运行证书。证明文件中需要包括含供货名称、主要技术参数、用户名单、用户所在地国家（地区）等信息）。

3．主要技术要求：1） 所有仪表的测量原理、耐压等级、工艺接口、泄漏等级、测量范围、标定量程、SIL等级满足数据表要求；2）所有仪表的本体、接液部件、变送器外壳及法兰材质均满足数据表要求；3）自力式调节阀的功能及阀型满足要求，阀门的阀体，法兰，阀芯，阀座，阀杆材质满足数据表要求，工艺接口尺寸及等级满足数据表要求 ；4）所有变送器、分析仪表的精度满足数据表要求；5）过球指示器的插入深度满足数据表要求；6）所有仪表的防护等级不低于IP56，防爆等级满足相应数据表上的危险区域要求。

4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2017年11月29日开始至2017年12月08日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款；使用美元购买招标文件请汇款至下面账户， 开户名称：中化建国际招标有限责任公司，开户银行：交通银行北京分行和平里支行，账号：110060224146300007037，SWIFT Code: COMMCNSHBJG）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年12月20日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306号会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2017年12月20日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

1.  Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery schedule:
1)   Instruments for WHPA&PRP platform:
(1) Goods Offered from within PRC Customs Territory: No Later than March 30th, 2018;
(2) Goods Offered from outside PRC Customs Territory: No Later than March 20th, 2018.

2)   Instruments for the rest platforms:
(1) Goods Offered from within PRC Customs Territory: No Later than July 5th, 2018;
(2) Goods Offered from outside PRC Customs Territory: No Later than June 20th, 2018.

Destination of delivery:
1)  Goods Offered from within PRC Customs Territory:
(1) Instruments for CEPB&WHPA: Buyer’s Construction site at Zhuhai City, Guangdong Province, P.R. China;

(2) Instruments for PRP& other platforms: Buyer’s Construction site at Zhanjiang City, Guangdong Province, P.R. China


2) Goods Offered from outside PRC Customs Territory: Zhanjiang Port, Guangdong Province, P.R. China


2. Qualification requirement: The pressure transmitter, temperature transmitter,  analysis instrument and self-regulating valve bidder bidding for shall have been used in at least two offshore oil and gas fields or FPSO projects within the last ten years. Bidder shall provide copies of contracts（orders） and documentary evidence （final acceptance certificate、or final test report、or user’s operation certificate） proving that the equipment have been in stable operation for at least 2 years. Such documentary evidence shall include information such as the name of equipment, main technical parameters of the equipment, user list, the country (region) where users’ locations belong to, etc.

3. Main technical requirement: 1) The measuring principle, pressure level, process interface, leakage level, measuring range, calibration range, SIL level of all instruments shall meet the data sheet requirements . 2) The body of all the instruments, the liquid parts, the transmitter shell and the flange material meet the requirements of the data sheet. 3) The function and valve type of self - regulating valve meet the requirement，the valve body, flange, valve core, seat and stem material meet the requirements of the data sheet. The size and class of the process interface can meet the requirements of the data sheet. 4) The accuracy of all transmitters and analysis instruments shall meet the data sheet requirements. 5) The insert depth of the pig passage indicator shall meet the data sheet requirements. 6) The protection level of all instruments shall not lower than IP56, and the explosion-proof level shall meet the requirements of the hazardous area on the corresponding data sheet.

4. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from November 29th, 2017 to December 8th, 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
