1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：海缆在线监测系统

数量：1套。

交货期：1）关境内供货：不晚于2018年5月15日；2）关境外供货：不晚于2018年5月5日。

交货地点：1）关境内供货：广东省珠海市买方建造现场；2）关境外供货：中国广东省珠海港

2．业绩和资格要求：投标人所投设备具有近十年内在海上油气田或FPSO、海洋岛屿、海上风力发电装置上至少有2台套（被监测海缆总长度：≥30km；监测系统组成：至少包含海缆温度监测系统、海缆应力监测系统、海缆扰动监测系统、综合监控系统等主要组成部分）成功运行2年（含）以上的整橇供货业绩，并提供相对应的合同复印件和设备产品机型稳定运行2年（含）以上有效证明文件（最终接收证书或最终调试报告或用户运行证书。证明文件中需要包括含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息）。

3．主要技术要求：1）通道数：≥3通道，每通道监测范围：≥30km；2）光纤形式：单模光纤，1310纳米\1550纳米。通讯协议：IEC61850；3）定位精度：温度测量≤ 1m；应力测量≤1m ；扰动测量≤ 10m；4）所有的设备在海洋环境下设计寿命为30年；5）海缆在线监测系统需按照相关要求进行设计、制造、认证和检验。投标人应承诺提供取得国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的国际五大船级社(DNV，ABS，CCS，BV，LR）中任意一家的船检证书。

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2017年12月07日开始至2017年12月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并支付标书款至指定账户（使用人民币购买招标文件须在线完成支付，不接受线下汇款）。支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2017年12月28日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦403号会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2017年12月28日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

7．开标地点：北京市东城区东直门外小街6号海油大厦403号会议室。

1. Procurement & Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Subsea Cable On-line Monitoring System

Qty: 1 set

Delivery schedule: 1) Goods Offered from within PRC Customs Territory: No Later than May 15th, 2018; 2) Goods Offered from outside PRC Customs Territory: No Later than May 5th, 2018.

Destination of delivery: 1) Goods Offered from within PRC Customs Territory: Buyer’s Construction site at Zhuhai City, Guangdong Province, P.R. China; 2) Goods Offered from outside PRC Customs Territory: Zhuhai Port, Guangdong Province, P.R. China

2. Qualification requirement: The equipment provided by the bidder shall have package supply performance that have been put into successful use at least 2 sets on offshore oilfield or FPSO, oceanic island, offshore wind power in recently 10 years( subsea cable length≥30kM, including subsea cable temperature monitoring system, stress monitoring system ,disturbance monitoring system, integration monitoring system), vendor shall provide the contract copy of corresponding project and the valid certificate for the equipment stable operating 2 year (including),the valid certificate shall include (final acceptance certification or final commissioning report or client operation certification. All certification shall consist of equipment name, equipment main parameter, client name, country (district) information).

3. Main technical requirement:

1) The number of chunnel: ≥3 .The monitoring scope of every chunnel: ≥30km.

2) The form fiber: single-mode,1310nm\1550nm. Communication agreement: IEC61850.

3) The precision of orientation: temperature measure≤ 1m；stress measure≤1m ；disturb measure≤10m.

4) The design life of all equipments on ocean environment is 30 years.

5) Subsea cable on-line monitor system shall be designed , made, attested and checked up according to correlative request. The bidder should promise that they will provide boat test certificate of one of five international ship' classification colleges(DNV，ABS，CCS，BV，LR）.The international ship' classification colleges have acquired by COOOSO.

4. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from December 07th, 2017 to December 20th, 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy.
