1. 中国海洋石油集团有限公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：生产水聚结式过滤分离器
货物数量：1套；
货物描述：设计压力为850KPa、设计处理量为20m3/h 2 X100%、处理指标为进口水中含水不超过1000PPM，出口油中含水不超过45PPM。
交货期及交货地点：
a) 从中华人民共和国关境内提供的货物：2018年11月1日前至青岛经济技术开发区薛家岛连江路492号海工建造场地
b) 从中华人民共和国关境外提供的货物：2018年9月10日前工厂交货
2.资格标准：
★ 生产水聚结式过滤分离器将用于近海环境，该产品必须取得由国家安全生产监督管理局管理的海油安办（COOSO）认可的的第三方船籍社证书，这五家获得认可的船籍社是Lloyd’s, DNV, BV, ABS 和 CCS.
★ 生产水聚结式过滤分离器至少具有两台套类似产品在海洋环境下稳定运行两年的应用业绩，不接受未经使用的试制产品。厂家需提供相关业绩证明材料。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2018年1月4日开始至2018年1月11日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年1月30日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。
5. 开标时间：定于2018年1月30日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层304室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: The produced water coalescer skid
Quantity：1 set.
Description of Good: Design pressure：850KpaG; Treat Capacity: 7.7m3/h 2 X100%; Oil content in produced water inlet: ≤1000mg/L.， Oil content in produced water outlet ≤45 mg/L.
Delivery Schedule:
a) Goods offered from within P. R. China: Delivered on or before November 1st ,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)
b) Goods offered from outside P. R. China: Delivered Ex-Works on or before September 10th, 2018
2. Achievements and Qualification:
★ The produced water coalescer skid shall be applicable to be offshore environment, and obtain certificate issued by any one third party certifying Agency(international classification society) approved by the China Offshore Oil Operation Safety Office(COOOSO) under the State Administration of Work Safety),which are ABS,DNV,BV,Lloyd’s and CCS.
★ The produced water coalescer skid shall be at least two similar sets in successful operation of two years offshore service, unused prototype equipment shall not be acceptable. The vendor must provide supporting documents to prove the applications.
2. All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from January 4th., 2018 to January 11st. 2018 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 3. The deadline and place for submission of bid: Bids must be delivered to Room 304,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 10:30 a.m. (Beijing time) on January 30th, 2018 .
5. Time and place of Bid Opening：Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on January 30th, 2018 at Room 304,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
