1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：凝析油聚结式过滤分离器
数量：1台
货物描述：设计压力为13000KPa、设计处理量为7.7m3/h 2 X100%、处理指标为出口水中含油不超过1000PPM，出口油中含水不超过150PPM。
交货期及交货地点：
a) 从中华人民共和国关境内提供的货物：2018年11月1日前至青岛经济技术开发区薛家岛连江路492号海工建造场地
b) 从中华人民共和国关境外提供的货物：2018年10月10日前至青岛港
2.资格标准：
★ 聚结滤器撬必须是供应商的标准产品，至少具有两台套类似产品在海洋环境下稳定运行两年的应用业绩，不接受未经使用的试制产品。厂家需提供相关业绩证明材料。
★ 供应商必须提供国家质量监督总局颁发的压力容器设计/制造A1证书。
★ 凝析油聚结式过滤分离器将用于近海环境，该产品必须取得由国家安全生产监督管理局管理的海油安办（COOSO）认可的的第三方船籍社证书，这五家获得认可的船籍社是Lloyd’s, DNV, BV, ABS 和 CCS。
3.有兴趣的合格投标人可通过以下方式获取招标文件：从2017年12月5日开始至2017年12月12日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年12月26日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304室。
5. 开标时间：定于2017年12月26日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦3层304室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Description of Goods： Design pressure：13500KpaG; Treat Capacity: 7.7m3/h 2 X100%; Carryover condensate in water: maximum 1000 ppm (wt) of oil Carryover free water in condensate: maximum 150 ppm (wt) of water）
Delivery Schedule:
a) Goods offered from within P. R. China: Delivered on or before November 1st,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)
b) Goods offered from outside P. R. China: Delivered on or before October 10th, 2018 to Qingdao Port, Shandong P. R. China
2. Achievements and Qualification:
★ The coalescer packages shall be the regular product of SUPPLIER, and at least two similar sets in successful operation of two years offshore service, unused prototype equipment shall not be acceptable. The vendor must provide supporting documents to prove the applications.
★ Supplier shall provide design and fabrication Certification of pressure vessel, and the grade of qualification certificate is A1 which is required by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China.
★ The Condensate Oil Coalescer Pachages shall be applied to offshore, and obtain certificate issued by any one third party certifying agency (international classification society) approved by the China Offshore Oil Operation Safety Office (COOOSO) under the State Administration of Work Safety ,i.e. Lloyd’s, DNV, BV, ABS and CCS.
3. All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from Decenber 5th , 2017 to December 12th , 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 5. Time and place of Bid Opening：Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on December 26th , 2017 at Room 304,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
