1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：柴油消防泵撬（排量：1200m3/h；安装位置出口压力：1200kPaG at lower deck(EL.+20.30m)）
数量：2套
交货期及交货地点：
a) 从中华人民共和国关境内提供的货物：2018年8月1日前至青岛经济技术开发区薛家岛连江路492号海工建造场地
b) 从中华人民共和国关境外提供的货物：2018年7月15日前至青岛港
2.资格标准：
所提供的两套柴油消防泵撬应是供货商的标准系列产品。制造商（包括成撬商）应至少有两套或以上的柴油消防泵橇产品在海洋环境条件（不包括海边和陆地终端)下正常运转两年以上的业绩，且没有不良记录（业绩中供货商提供的泵排量不小于1200m3/h，扬程不低于140m，输送介质为海水），提供带有技术文件的合同或用户证明等支持文件，未经使用的新试制产品是不能接受的。该柴油机作为柴油消防泵的驱动机，也应具有2年2套成功用于海上平台或FPSO 柴油消防泵的良好业绩。
所提供的柴油消防泵橇应该是船用或是海洋平台产品，供应商应该自费完成相关的认证工作，并提供所列示之一的第三方船级社（ABS, DNV, BV, Lloyd’s 或 CCS）最终船检证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2017年10月20日开始至2017年10月27日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月15日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层306室。
5. 开标时间：定于2017年11月15日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦3层306室。

Project: Diesel Engine Driven Fire Water Pump Skids for Ningbo Gas Complex Phase I Development Project

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil & Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Diesel Engine Driven Fire Water Pump Skids （Capacity (m3/h) :1200. Tie-in Point Pressure (kPaG): 1200kPaG at lower deck (EL 20.30m)）
Quantity: two (2) sets.
Delivery Schedule:
a) Goods offered from within P. R. China: Delivered on or before Aug 1st,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)
b) Goods offered from outside P. R. China: Delivered on or before July 15th, 2018 to Qingdao Port, Shandong P. R. China
2. Achievements and Qualification:
The Diesel Engine Driven Fire Water Pumps shall be the regular product of SUPPLIER,and at least two Diesel Engine Driven Fire Water Pump sets (capacity ≥1200 m3/h,pump head ≥140m，medium should be seawater) in successful operation of two years offshore(platform or FPSO) service of comparable size and duty that where built at the proposed point of manufacture, with certification files (contracts with technical parameters or certificates by user),unused prototype equipment shall not be acceptable. And at least two Diesel Engine for Driven Fire Water Pump sets (medium should be seawater) in successful operation of two years offshore (platform or FPSO) service of comparable size and duty that where built at the point of manufacture.
The Diesel Engine Driven Fire Water Pump Skids can run in the offshore environment,and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.
3. All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from October 20th, 2017 to October 27th. 2017 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 5. Time and place of Bid Opening：Bids will be opened in the presence of bidders' representatives who choose to attend at 10:30 a.m. (Beijing time) on November 15th, 2017 at Room 305,3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.
