货物描述： 计量范围：油0.0065~0.24m3/h，气 950~35450Sm3/h，水 0.0005~11.2m3/h；设计压力/温度：13500kPaG/137℃/-19℃；操作压力/温度3760-12080kPaG/17~107℃。
交货计划：
a) 从中华人民共和国关境内提供的货物：2018年11月30日前至青岛经济技术开发区薛家岛连江路492号海工建造场地
b) 从中华人民共和国关境外提供的货物：2018年11月30日前至青岛港
2.资格标准：
★ 所提供的多项流量计在近10年至少在2个海上项目（平台或FPSO）有投入使用且稳定运行不少于两年的业绩。投标文件必须提供对应业绩的合同复印件或设备稳定运行2 年（含）以上的证明文件，含用户名单、用户所在地国家（地区）等信息。未经使用的新试制产品, 买方是不能接受的。
3.有兴趣的合格投标人可通过以下方式获取招标文件：从2018年3月22日开始至2018年3月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年4月12日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3层304会议室。
5. 开标时间：定于2018年4月12日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦3层304会议室。
6. 本次招标公告同时在中国国际招标网（www.chinabidding.com）上发布。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery Schedule:
a) Goods offered from within P. R. China: Delivered on or before November 30th,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)
b) Goods offered from outside P. R. China: Delivered on or before November 30th,2018 to Qingdao Port, Shandong P. R. China
2. Achievements and Qualification:
★The Multiphase flow meter shall be successfully used in at least two offshore projects (platform or FPSO)in the latest ten years, and each project runs steadily for no less than two years. The bid documents must provide the copy of the contract or user's evidence for the equipment operation for two years(including), with the user's name, location etc.. Unused prototype equipment shall not be acceptable.
3. All those who are willing to participate in the bids are kindly requested to : enter into website https://buy.cnooc.com.cn/cbjyweb to purchase the bidding documents (electronic edition) on line from March 22th , 2018 to March 29th , 2018 upon non-refundable payment of RMB 2,000 or USD300 for each copy. After completion of the remittance, the bidder could download the bidding documents.
