1. 中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）东海西湖石油天然气作业公司(以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：
货物名称：应急柴油发电机组（应急发电机在应急机房45℃的环境条件下，额定净输出功率为 1200KW。发电机应该满足如下要求：电压：400V, 3相3线制，中性点绝缘、频率: 50Hz、防护等级: IP44。发电机调压器应有足够的灵敏度，应能在额定负载范围内，保持发电机输出电压在额定电压的±1%以内）
a) 交货期：从中华人民共和国关境内提供的货物：2018年9月20日前至青岛经济技术开发区连江路492号海工建造场地
b) 交货地点：从中华人民共和国关境外提供的货物：2018年9月05日前至青岛港
2.资格标准：
应急柴油发电机橇应该是供应商标准产品，并且至少有2套应急柴油发电机组（功率≥1200kW）成功在海洋环境（海上平台或FPSO）稳定运转2年（含2年）以上的良好业绩，提供带有技术参数文件的合同复印件或用户证明等支持文件。应急柴油发电机组的柴油机和发电机也至少有2套（功率≥1200kW）成功在海洋环境（海上平台或FPSO）稳定运转2年（含2年）以上的良好业绩，提供带有技术参数文件的合同复印件或用户证明等支持文件。没有使用过的试验品是不接受的。投标产品的柴油机品牌必须与满足业绩要求中的应急柴油发电机组的柴油机品牌一样。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2017年11月6日开始至2017年11月13日止，在中国海油采办业务管理与交易系统（ https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月28日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦426会议室。
5. 开标时间：定于2017年11月28日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦426会议室。

1. China National Offshore Oil Corp. Procurement Department Procurement & Tendering Centre and CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited PENGBO Operating Company (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:
Name of Goods: Emergency Diesel Engine Generator Skid （Rated net output power is 1200kW at emergency generator room 45℃. Generator: Voltage: 400V, 3 Ph, 3 Wire，neutral insulation. Frequency: 50Hz. Protection grade: IP44. The voltage regulator shall be sensitive enough to maintain the generator terminal voltage within plus or minus 1.0 % of the controlled value for any deviation in output over the entire load range of the generato.）
Delivery Schedule:
a) Goods offered from within P. R. China: Delivered on or before September 20th,2018 at Qingdao Site(ADD:No.492 Lianjiang Road, Qingdao ETDZ, Shandong P.R China)
b) Goods offered from outside P. R. China: Delivered on or before September 5th, 2018 to Qingdao Port, Shandong P. R. China
2. Qualification Requirements
The emergency diesel engine generator skid shall be the regular product of SUPPLIER, and at least two emergency diesel engine generator skids (≥1200kW) in successful operation of two years offshore （platform or FPSO）service with certification files (contracts with technical parameters or certificates by user). Diesel engine (≥1200kW) and generator (≥1200kW) of emergency diesel engine generator skids are in successful operation of two years offshore （platform or FPSO）service with certification files (contracts with technical parameters or certificates by user).Unused prototype equipment shall not be acceptable. The Proposal diesel engine brand must be the same as the this performance of the emergency diesel engine generator skids.
The emergency diesel engine generator set shall be marine or offshore platform style, and obtain certificate issued by any one third party certifying agency (international classification society) approved by the China Offshore Oil Operation Safety Office (COOOSO) under the State Administration of Work Safety, ABS, DNV, BV, Lloyd’s and CCS.The emergency diesel engine generator set shall at his own cost arrange inspection and obtain final certificate of the engine, generator and emergency diesel engine generator set.
3.
